Installed amd drivers,got black screen and no windows loading..

I have a pcg5 mx1333 motherboard and I had a nvidia 210 which worked fine. So I borrowed a sapphire HD 5450 2gb version from my friend and replaced my 210 with it...and installed amd's 14.4 display drivers, after installation it asked me for restart and I pressed yes after that a black screen . I am on windows 8.1 x64 bit..and I can't go into safe mode.

I just Clean installed my windows 8.1 and then installed the amd drivers(14.4 also tried the 14.7 Beta)... the same problem persists.. what do you think is wrong? Now I'm using my 210 which works just fine. I just wanted to use HD5450 to play Direct X 11 games.(whenever I restart there is that black screen and i restore to get back to my pc)

I mean to say that , when i restart or shut down and boot up my pc there is no windows logo ... only black screen of death (after my BIOS image) and to get to desktop I have to use System Restore [which removes amd drivers] and then i can log into my pc again
