Computer network speed problem

The story goes like this: On my new built computer I get 5 mbps with wire or wireless, however when I try with my laptop I get 50mbps of which I pay for... anyone know how I can solve the problem? I tried reinstalling drivers but it did not work.
 
Just to make sure I am understanding you correctly:

You tried using both a wired and a wireless connection and both of them only get 5mbps speed when going to a site like speedtest.net, but when going to the exact same testing source (like speedtest.net) on your laptop you get the 50mbps of your internet connection?

Exactly, I am getting slow internet from my computer from the same source, but on my laptop i am getting the speed I should be getting from the same source.
To make it more simple: Newly built computer - 5 mbps speed .
Laptop: 50mbps speed.
What I want is: my computer to achieve the same as the laptops speed.
They are using both the same source of internet.

MY SPEED THAT I AM PAYING FOR IS 50 mbps.

I did it, getting the same speed.
The wifi card is not mostly the important one, what is important is that I am connecting it through a ethernet cable and I am getting a slow speed. (ethernet port is the one built in on my motherboard. ) What I think is happening is that I might have a virus and I should reinstall windows. Before my internet speed was reaching the 50 mbps on the new computer...but idk the problem now.

Update: On my phone I am getting the speed that I need too as well.
What is wrong with my computer or what is it stopping it to get the 50mbps ?
I did achieve the speed when I first got the computer (around 2 3 months ago) but I don't really know what is happening.
 
Im thinking it a virus problem.

One thing you can try before wiping widnows is to run a linux live cd and then browse the web with that and see what speeds you get. If you still have problems then it is a hardware issue with either your mobo/ethernet nic or networking equipment.
