A good rule is, if you NEED a new card then buy one. If your happy with your current performance wait it out.

Plus how many games do you think will be dx12 in the next year ? or even two years ? not many. We are stuck with dx11 until Sony and Microsoft want to make more money on a new set of consoles.

DirectX 12 will be backwards-compatible with all Nvidia GPUs back to the 400 series, and all AMD GPUs back to the HD 7000's. OS support is kind of sketchy; my interpretation is that it sounds like they're alluding to support on Windows 8 and later.
