PC restart/shutdowns radomly

My pc restarts whenever i connect USB dongle,mobile charging but not pen-drive. system screen scrabbles for 5 sec then restart/shutdown

my system configuration
I5 4570
Gigabyte B85 D3H rev1.0
4GB ram 1333
1TB HDD segate
PSU 450 (local made)

in service center they told me to check my PSU .recomm PSU 500+ (specified in mobo user manual)
 
Solution
The Corsair VS550 should work well in your build with the only obvious weakness the use of Capxon capacitors (not known to be very reliable). A simple review found here http://hardwareinsights.com/wp/corsair-vs450-review/4/ (linked to conclusion page) may help you decide if that is what you want.
Note that the use of Capxon caps usually implies to us that the PSU will not last much longer than it's 3 year warranty period (you may be able to find someone to replace those caps with higher quality ones when they do fail though)
I'm considering your "local made" PSU as a high suspect at this point. Although your system specs do not indicate more than 350W would be needed, a poor quality PSU can easily go out of specs during operation which would result in a shut down or restart. I'd be inclined to suggest replacing the PSU with another of higher quality. Brands such as Antec, Corsair, Enermax, SeaSonic, SuperFlower, XFX have some very nice PSU's available. If unsure about the quality of a replacement, ask here, we can usually find out if a particular model is good or not.

i forget mention win 7 64bit ,DVD/RW
my psu is VIP400R+ ,written on psu
sir in user manual they had given 500w or grater psu, you are telling 350w in enough . weather should i buy 450,500 or 550
i am thinking of corsair VS550
