FX-8350 minimum 4000Mhz

So, I was looking through AMD Catalyst Control Center and found "CPU Power" and noticed that it had a range from 1400Mhz - 4000Mhz" and then noticed that my computer was also in "Energy Saving" mode, so I switched it to High performance which changed the "1400Mhz - 4000Mhz" Just to 4000Mhz. Will this ruin/burn out my CPU? I can play games at the 4000Mhz at 91F(32c). Also, can someone explain how if I have my Cpu power ranging from 1400Mhz - 4000Mhz, I get 115f on my CPU, but in High Performance 4000Mhz, I get highest of 91f (32c) CPU temps.
 
Solution
Your cpu will consume more power when is not used, also with the temps, when is not in heavy use the fan runs slower, so, you get higher temps at 1400 Mhz. The fan can be also configured if you dont mind the extra noise.
