Hotter GPU while idle

My GPU is a xfx dual dissipation graphics card and it is reaching a temperature of 56 while idle according to GPU-Z. Does anyone have an idea of what could be causing this?
PS I know that it is nothing about what is run in the background as I have formatted it and the only thinks I have installed are GPU-Z, chrome and windows.

Just install Furmark and run a test.
If you see the temps running over 90 C, stop it.
If you will be under 90 C, you can start playing, as I don`t think any game will stress your GPU more that Furmark.

What are your temps while gaming? As long as your GPU is showing somewhere around 80 degrees C while under load, I wouldn't worry about it
