Why is my gpu not using more usage when I am lagging?

Solution
Could be driver issues or a bad installation. Try uninstalling the GPU drivers, then searching for any remaining driver folders and deleting them. Then reinstall new drivers. If that does not solve the problem, try uninstalling and reinstalling game and try not to pause the game or change anything in the installation process. That's all I have. The video quality did look terrible though. LOL Your GPU specs should produce better quality than that.

Solution
Since GTA is VERY CPU intensive, I would say you are bottlenecking because of your CPU. If you have a good enough power supply, a motherboard capable of overclocking, and adequate cooling then you could get that CPU somewhere around 4.2ghz-4.5ghz. That should help a lot.

Frames per second, texture quality, shadows and lighting, etc are all processed in the GPU. The CPU is not causing poor graphics and image quality. Further, his fps were in the 50s. The performance should not be that low with that many fps.

According to the graphic settings, you were only using 728MB out of 1982 MB of VRAM. Try increasing the graphics settings to force your GPU to use more resources. If not, there are other threads in Tom's Hardware regarding low GPU usage.

Also, does it have low GPU usage in other games also?...
