Internet Downloading Slow

So my isp is Verizon Fios and I pay for 50/25 but for some reason I get more then that when I take a speed test. So I tried to download Eclipse (about 200mb file) and it said time remaining: http://prntscr.com/45etuc . The only programs on my pc running were Spotify, Skype, TeamSpeak, and MineCraft. The other person in my house was my sister and she was streaming Netflix in her room. Since I have fiber internet I don't think it would take up bandwidth. While I was downloading the file, I decided to take a speed test and this was the result: http://www.speedtest.net/my-result/3642088470 . My browser is Google Chrome and the only extensions I have is AdBlocker+ and BetterTTV. I only have Google Chrome as a browser other then the default Internet Explorer. My only idea of why this is happening is that maybe Chrome slows down my download.
 
Solution
So something is reducing your download bandwidth. If your sister is streaming netflex or other people are using the internet that will reduce your bandwidth. When you go to speedtest, speedtest will try to absorb all of the bandwidth for the test, but your download will not.

Try downloading from known fast servers like microsofts download site http://www.microsoft.com/downloads/en/default.aspx

Do this with nobody else using the internet. Do note that A) just because you have 50mbps does not mean that microsofts serve will send it to you that fast, also if your download says 5MBps that is Mega Bytes (big B) which equals 40Mbps which is bits (little b) as 8 bits = 1 byte.

No it is like this whenever I try to download any file. My internet speed is the same on all servers, that was just the recommended server. But when I upload a large file (5gb) to youtube it uploads fast.
