The power consumption difference on load is about 30-50W between 280x and 290. Yes, R4 factaul is a big enough case, you shouldn't have any problem cooling it.

Sapphire is a better manufacturer compared to HIS.
Mining kills cards, I dont recommend buying used cards ever, and ones for mining are even less desirable.

If for no other reason, dont buy used.
 
I have bought several HIS cards and had no trouble with them. I remember a review article of Sapphire's HD7770 card that found it used el-cheapo iron chokes.
I mined 24/7 a year or so ago with two cards, a HD7970, and a HD7770, and part time with a HD7870. All were overclocked, to 1.13 GHz (all of them). They weren't HIS nor Sapphire; the HD7970 is a Gigabyte and the other two XFX. None suffered ill effects. I sold the HD7770, and am still using the HD7870 and HD7970 for games.
 
Make sure your PSU is up to the task of powering whichever one you want.
The R9 280X is equivalent to a HD7970, which HardOCP considered sufficiently powerful in their initial review that it was almost a "waste" for single monitor 1080p gaming. That said, a later review of Tomb Raider found a card like that was needed to enable TressFX. For over 100 Euros, I'm not sure the R9 290 will do much more for you (it's only one tier higher). Insist on at least 3-day return privileges on a used card though; some miners were less careful than others. You say that one was not run hard, in which case the seller should not hesitate to offer at least some kind of return policy or warranty on it.

I dont know how much more powerful is 290 from 280X.
I was expecting 290 minimally 20% above 280X.
PSU should by OK, its Cooler Master V700.
Maybe the question also is, if I can cool 290 in my case.
It's Fractal R4 with three intake fans: two in front position, one on bottom.
One as an outtake on the back.
All regulated on 5V or 7V.

I was the most afraid of only one outtake fan.
Hope it will be enough.
I'm gaming only on older 1280*1024 monitor, but there is a real chance I will do an upgrade.
Maybe now will be 280X sufficient, but don't know what can do 3 months of mining on 100% fans with card.
