AMD 8320 VCore Extremely Low

I recently switched out my stock heatsink for a Corsair H60. It was working fine the first day, but now when I boot up my PC and go to BIOS settings, it starts off at 60 degrees (celsius) and rises all the way to 70-80. I checked the Vcore rating and it consistently dropped down to about 0.8v. What's causing this? I'm afraid to turn it on again and have already reseated it with new thermal paste.

Specs:
AMD 8320 stock clock speed
Corsair H60 water cooling
GTX 660
Corsair CX600M PSU

EDIT: Apparently the H60 was defective. I put my stock heatsink back on and temps returned to normal along with vcore.

I exchanged it my H60. Now the problem that arises from this is that it is still underclocking itself to 1400 MHz and 0.8V for about 20 seconds. Would it have something to do with my power supply? Because I know now for a fact it's not defective and I'm getting 20-30 degrees.

Yeah, I'm using prime 95 and it kicks in about 3 minutes in and toggles every 30 seconds. Even without going under 100% load, while gaming its at about 50% and still throttles down. I have CnQ, power management, turbo, thermal throttling all turned off now so I'll see how that goes. The thing is, this never happened while on my stock heatsink with 45 degrees CPU. This is triggering at about 36 degrees with my H60.
