PC not powering down properly

My computer has suddenly stopped powering down properly. When I shut down all seems OK but then all the fans remain on (CPU, GPU and case) and the front panel LEDs become steadily lit, although as far as I can tell the PC is shut down. If I press the power button on the HDD LED goes out then flashes as normal as the PC boots up as normal. If I turn off the PSU everything powers down (obviously), but as soon as I turn it back on all the fans start again before I hit the power button on the front panel. Any ideas? I'm thinking either MB or PSU?

That power supply is very very poor.

I've ordered a new PSU and we'll see if that fixes the issue. I'm a little sceptical that it's power supply rather than motherboard as I'm thinking it's a motherboard fault that would route power to both the CPU fan and GPU, however if I'm going to end up with a new motherboard, I'd probably replace a low quality 8 yr old power supply anyway so may as well try that first..
