An issue somewhere between onboard sound and usb ports possibly not receiving power;

I've had my first homebuilt pc for about a week now, and I've been having some issues that seem to cross over and affect several things and it's leaving me somewhat baffled. It's happening at the moment and this is the second time now that the same thing has happened; the first time it went away simply by powering down and coming back to the pc later, but that obviously hasn't solved anything.

A rundown of the problems I've seen:

1. Receive a message for 'shockwave flash plug-in has failed' when using internet browser.(Opera)

2. Any sort of audio or video file causes the program used to open it to freeze up, be it Foobar, WMP, or my internet browser, though in the last case only that specific tab is affected and the video plays for a few seconds before stopping and no longer responding.

3. Even in those few seconds where a Youtube video plays correctly, I cannot get any sound to play. I'm using a USB headset (the Mad Catz F.R.E.Q. 5 for reference) that is recognized by Windows 7, labeled correctly, and lists drivers under device manager---but whenever I go to the volume mixer (which is responding to the volume coming out of the video) and try to switch to the headset, the mixer stutters for a moment before defaulting back to onboard speakers (which don't actually exist on the monitor I'm using, so that's not particularly helpful...) and eventually the program just stops responding altogether. It somehow seems as though the headset is flickering between receiving power and not, though I've tested it in different ports along with my mouse and keyboard, which both work fine in any of them.

4. The above includes any sort of game I've tried to start up--if it nears a point where it would begin to play sound, it freezes, which means it generally stops before any sort of title screen of never starts up at all--as well as system sounds, with the exception of a harsh beep on occasion when I've tried to play audio files that doesn't sound like any sort of Windows sound.

5. The last and strangest thing to happen so far that seems to be entirely unrelated as far as I can tell is that upon attempting to shut down the computer it seems to stick on the "shutting down" screen for an extremely long time, if not indefinitely. It pops up with a message at first saying that it's not able to shut down because it's stuck trying to play the shut down sound of all things, but then even after pushing it to force shut down beyond that it gets stuck shutting down.

The mobo is the GA-970A-UD3P, the PSU the Seasonic M12II 620 BRONZE, and again, the headset is the Mad Catz F.R.E.Q. 5 headset. If you need any other specs let me know, though it baffles me because I checked all of these parts before purchasing and building and (to the best of my knowledge) that PSU was fine for the system, which makes me wonder about the USB ports which typically work just fine.
