Upgraded Graphics Card But Slower PC

Hey,
so bought a windforce 7950 3gb, an upgrade from my gtx 650 ti, but now my pc seems to be slower. I could play black ops 2 just fine with my 650 ti but now it struggles to play it with even low settings. I formatted my pc fresh after getting the 7950. i used a graphics driver sweeper to make sure all other drivers where gone and used amd auto detector to find the right drivers for this card. I used windows index experience to test out the ratings for the gpu and before, my cpu had a decent rating(I forgot it but it was not the lowest rating so it was above 5.0) but now it has dropped to 3.6. In task manager, my cpu usage goes to the 90's easily (currently origins downloading a game and a steam game patching).

My specs are :
AMD phenom II X4 965 3.4 GHz
8 GB Ram
750W PSU
Radeon HD 7950 3GB
64 bit Windows 8

Quite possibly CCC, or the game has detected the new card and, made graphics changes which make the game appear slower.

Coolcole01: Nope, the only drivers/program related to the graphics card is the AMD catalyst and the AMD Gaming Evolved program that comes with it. I just updated my BIOS but it is still slow.

Popatim: i used the AMD Gaming Evolved software to optomize my games but it is still slow. Even in League of Legends which should be able to be played easily.

I forgot to mention that when getting the graphics card, i also bought a power supply (750W) so it would run properly and i got a new cpu fan. I saw a couple of threads all asking for the temp of the gpu and stuff so could it be my cpu is overheating with the new fan?

ok download afterburner then use it just dont overclock it go in to the settings and in the monitor tab it will let you look at things on screen click the ones that say gpu usage and core clock and memory speed then play the game see if its hitting its rated speeds. also co in to on screen display to set a button to use to make the toggle the on screen icons on and off

About the cpu could you take a creen shot of your pc running hw monitor

the cpu was running at 68 C when first turned on after hours of no use. After checking the fan, i realized the thermal paste was dry and the base plate of the heat sink was not firmly on top of the cpu. thanks for the help everyone
