Does overclocking a VGA(increasing voltage) require an overclocking motherboard?

Does overclocking a VGA(manipulating voltage) require an overclocking motherboard like the Z or P chipsets, or can it be done on any motherboard?

I have an intel dh67cl motherboard and hd7970.
I know I can increase the clock but can i also increase the voltage to overclock even further??

You don't need a overclocking motherboard since those tweaks are done with a software of the manufacturer. You only need a reliable PSU and to be careful.

one more thing,
will my motherboard allow the same amount of voltage increase in the software as the overclocking boards or will it somehow limit the amount of voltage increase??

It shouldn't affect it. The amounts of voltage you can increase is only restricted by the GPU and the PSU.
Pay in mind that overclocking it further also increases the power in watts it will need and it already needs 310+ watts under load.
