Refresh rate refers to quickly the monitor's image can change per second. 60 frames is the most common is consider to be very fast. 144hz is ridiculous fast to the point that I am not sure if our brains can keep up with the changes as the rate we should. To paraphrase, the faster the refresh the quicker you going to get the new information and the "smoother" the game is going to seem.
