System Usage from Most to Least Important: gaming, streaming, surfing the internet, etc

I already have a monitor/keyboard/mouse in mind, so I don't need that.

Need an os, preferably windows 8.1 because I'm already comfortable with it.

preferably intel/nvidia stuff

SLI or Crossfire: no idea.

Additional Comments: I want to stay away from watercooling, it scares me. Don't need an SSD either. I want to be able to stream crysis 3 at ultra with minimum 60fps if possible. I would also like 16gb of ram. Solution
if you already have a SSD, just take it out of the build. otherwise, id pick it up. its not the fastest, but its still much faster than a hard drive and its not like your doing high level video editing.

i picked out the Define R4 instead of the chaser mark 1. its not flashy, is constructed extremely well, has lots of cabling space so that you dont have to go crazy with cable managing, and runs rather silently. they offer a windowed version that has white fans and hard drive sleds for 79.99 if you want a window. however, the window does make the panel a little more wobbly and it wont be as quiet. your call here

What do you have in mind for a keyboard and mouse? i personally recommend something like a coolermaster quickfire series keyboard with a g500s for durability and warranty.

also, spending more than 1500 dollars for a rig nowadays wont get you much further in terms of performance. however, rigs can get expensive if you throw a lot of flashy stuff at it
