I am looking for a moderate gaming computer to build. This is my first build. I want at least an i7 with 3ghz(I can go down to an i5 if it is better and saves money). I am a moderate gamer but would like to run games like Counter Strike GO on high settings as well as some newer games on medium settings. Id prefer to run windows 7 if possible. 16gb of ram would be preferred as well as a decent hard drive (750gbs-1tb) that is not an ssd (funds are not there to buy one of those). The amount I would like to spend is anywhere from $900-1200.

The Xeon E3-1230v3 I've selected provides similar performance to the i7-4770, they both have 4-cores and Hyper Threading (HT) which totals to 8 threads. The CPU however does not have integrated graphics hence you will need a dedicated GPU to boot which I have included, the GTX 760. I have also included your desired 16GB RAM and you may upgrade in the future to 32GB optionally if you ever have the urge. The motherboard I've selected is on the H97 chipset which will support the next generation of Intel processors, Broadwell which is yet to be released. Finally I've included a 250GB Samsung 840 Evo SSD.

I have not included a CPU cooler; you should not need one. The one provided with the processor (the stock Intel cooler) should be adequate as you are not planning to overclock, however if you still desire a CPU cooler (perhaps to keep your CPU under lower temperatures and quieter too) please reply back and I will select one for you. :)

All the best. :)
