how to fix a computer that won't boot

I have a Biostar NF61s Motherboard with an AMD Athlon 64 processor in my computer case. The Memory installed is 1.5 GB of 6400 speed (Kingston and OC). I have a Sata 120mb hard drive and a DVD player. I'm using the on-board video also. My system currently won't boot and doesn't beep. My problem started with my system shutting off randomly. I thought perhaps it would shut down because it looked like the case fan on the side wasn't turning and it was heating up. It went from shutting off to not wanting to power on at all. Then sometimes it would power on for seconds then shut off. It was crazy. Finally my computer decided it would turn on and stay on without booting.

I've tried removing the connections ( power etc ), cmos battery, and memory; re-installed them one at a time and powered on the system but its still not responding. I don't believe the Hard Drive is powering on. The DVD player doesn't power on unless I unplug the communication cabling ( 20 or 24 pin ). Is this my Motherboard failing?
