So we have
R9 280X at 195 euro http://www.skroutz.gr/s/4693413/Asus-Radeon-R9-280-3GB-DirectCU-II-90YV0620-M0NA00.html

I5 4570 at 160 euro http://www.skroutz.gr/s/3404747/Intel-Core-i5-4570-Box.html

As for the I5, In US price difference is of (20 $ US) between 4570 and 4690. So 4690 is worth the extra $. But prices i found on your websites are 165 euro for I5 4570 and 195 euro for 4690. 30 euro difference is not worth for performance gain. so we save money there and invest it in GPU.

motherboard: Asrock H87 Pro4 at 70 euro http://www.skroutz.gr/s/3446092/Asrock-H87M-Pro4.html (motherboards are expensive where you live !)
RAM : Gskill ripjaws 2X4GB 1600 Mhz at 72 euro...

where do you get your price ? it would help me building you a decent PC since I am not aware of pricing in Europe.

You could get something like A I3 4330 paired with a GTX 760 or a R9 280X depending of the prices. You could also get AMD CPUs if you are willing to. they have good price for performance in North America
