Yeah basically, the higher the chip number is, the more stable the board is. So the more you will be able to overclock.

windows 8 will provide you longer update support. So if you don't care about learning a new OS and setting up windows 8 at first, go for it. I don't have problem with my windows 8 and it works just well.
