Not sure about cheapest but Sapphire are an AMD specialist company and the:

and

cards are meant to be very good!

Best and cheapest don't go hand by hand.
Video Card: Asus Radeon R9 290X 4GB DirectCU II Video Card ($498.40 @ Newegg)
But this Asus is priced fairly cheap, other than this one I'd go for the MSI Twin Frozr.

First, don't trust Newegg reviews. The people who may have received a DoA are just a small percentage of the total people who bought that same GPU, just the unlucky few.
The MSI Lightning is the best 290X you can buy (at the moment since the ROG 290X Matrix isnt on sale yet). The video card is overclocking-designed, like the MPower/XPower motherboards from MSI with their Military Class components, power phases and stability.
