But UPS means uninterrupted power supply, and that means that when the lights go out, the PC would still be on for some time... It's not just a PSU, it's an UPS...

A UPS isn't a power supply, you need both. http://www.amazon.com/APC-Smart-UPS-SMT1500-1500VA-System/dp/B002MZW5JU/ref=lp_764572_1_9?s=pc&ie=UTF8&qid=1406170390&sr=1-9 this for example is a UPS.
