if a product has radeon on it does it mean the chip was made by amd.

Here are two gpu.

Gigabyte radeon r9 280x (3gb)

Sapphire Radeon R9 280X 3GB Tri-X Toxic.

They both have (radeon) in its name, does this mean the chips was made by amd?

The chip was made by TSMC (I think), but designed by AMD.

Both of those products are AMD products, that is correct. Both essentially the same card(R9 280X) but the cooler is aftermarket and done by 2 different companies(Sapphire vs Gigabyte).

Nvidia makes Nvidia cards, and AMD designs all Radeon/ATI cards! :-D
