so im a gamer and i was wondering should i set my power plan to balanced or high performance?

Most of the time it wont matter matter. Balanced and High Performance have the same maximums, but Balanced has lower minimums.

There are a handful of edge cases where poorly coded multithreaded applications may suffer from degraded performance if one or more of the cores is put into a low power state by the operating system but these are generally few and far between. This seems to affect AMD microprocessors more than Intel microprocessors though and even then it's still quite rare.
High performance mode allows the components to use their full clock speed.. Yes, high performance mode is better for gaming and it consumes more power than the balanced mode since the components will be at full..
