Im in a bit of a pickle and wanted to ask what would be better, should i get the intel core i7-4790K 4GHz and stick with the GTX 780? or should i downgrade the cpu to a i5-4690K 3.5 GHz and get the GTX 780Ti?
since watchdogs (although it is/was very poorly optimised) and since xbone and ps4 I'd say that 8 cores will be (not right now though) better than 4 cores in gaming for the future. The GPU is more easily updated and therefore i'd suggest i7 and 780.
But there is not a lot in it for the next 12-18 months in my opinion.

Future games may be a bit better on 8 cores, but this difference is small compared to difference between GTX 780 and 780 Ti.
