Stock cooler of FX 8320 CPU too noisy. Is this normal?

My previous PC got busted when my naughty 3-year old nephew poured water into the cabinet, so I'm building a new one. I've bought and assembled all the parts except the graphics card (which I will be able to buy only after 15 days, due to budget constraints). I chose the AMD FX8320 processor, but I seem to have run into an issue.

I guess the idle CPU temperatures are pretty much normal (usually between 25C and 30C, and occasionally between 30C and 35C), considering that the room temperature here hovers between 24C and 28C and I don't have an air conditioner. Since I don't have a graphics card yet, I haven't been able to test the temperatures under load (while running games). I'm using the stock cooler (I know its not good, but I will have to make do with it for now due to budget issues), and Speccy to measure the temperature (because it seems to be an accurate app for this). But the cooler is making too much noise within 5 minutes of starting up my PC, and the rpm is ALWAYS more than 5000. I wonder if this has got something to do with the thermal grease, but that's probably not the reason because I have built PCs (both AMD and Intel based) before. The noise is so loud that it feels like the whining of a jet turbine, but the temperatures are always under control. I just wanted to know, is this kind of noise and high rpm common (actually, the noise is a result of the high rpm and not due to something restricting the fan) with the FX8320 stock cooler, or is there something wrong with my cooler (either the thermal grease or a faulty cooler)? I haven't overclocked the processor, so its running at stock frequency.

An additional bit of information:- I have a high end Corsair cabinet with lots of room and ventilation, but no extra fans within the cabinet except for the one at the front, which came with the cabinet.

Thanks for the answer. I do understand that AMD stock coolers are bad, but due to budgetary constraints, I'll have to make do with it for for the time being. But I just wanted to know if this high rpm and noise are common with the stock cooler for FX8320 even when its idle, or if there's something wrong with it.

Yeah, I have connected it to the pins on my motherboard labeled 'CPU_FAN' which had 4 pins and there were no others like that, so I guess it has to be the PWM header.

Now that's a relief, knowing that I'm not the only one with this issue. I should probably get a new cooler soon. By the way, could you let me know how you applied the thermal grease while replacing the cooler? Did you use the 'center pea sized dot' method, the 'line' method or just spread it across the core? People say different stuff about this, and since its working fine for you with this processor, you'd be the best person to tell me what method you used. Also, I have seen that AMD's stock coolers stick to the processor really hard, and there is a risk off ripping off the processor too while removing the cooler. How did you handle this aspect?

Pea sized dot in the middle always works best for me - let the heatsink spread and fill the gaps. Remember, the thermal paste is just to fill the gaps.
