Black border around the monitor

hey, i installed my new video card and updated to the latest drivers, but im getting a black border (about an inch) around my display.

It persist in all resolutions. I updated my monitors display drivers too.

I have
Sapphire R9 270x
Dell s2240L

ps, : im using hdmi connection

go to display properties in control panel and switch the monitor to the recommended resolution. if it doesn't fix it, in the catalyst control center disable all scaling options for the display

for some weird reason, i cant seem to open Catalyst centre.

You need to fix that issue first. Download display driver un-installer and re-install drivers after it is completed. If you can not open, something is not right.

Its late here , im too tired from all the work, anyway ill try uninstalling and reinstalling tomorrow, and tell you if it works.

CCC started working after a restart (again a weird thing) and got the resolution descaled. Thanks for your replies.
