Unallocated space after formatting

i've just formatted my HDD partition where os was. After that I've also deleted the respective partition and now I can not do anything to install the os in that partition, the partition now is unallocated space. I was using Windows 8.1 before all this mess.
Pls help.

Can you make the unallocated space to a partition in the Windows setup?

No I can not. If I could do that the problem was over. I've also put the hiren's bootcd on a bootable usb flash drive. If this can help tell me what to do.
