I would not feel comfortable with those temperatues. Is it the stock cooler?

While it is safe, it is a little high. GPU's are good up to about 95 degrees before they throttle back the clocks usually. What is the airflow like in your case? How hot is your room where the computer is located?

Sometimes the factory thermal paste is very excesive, and that actually will cause a GPU to heat up more than it should. Replacing the thermal paste may shave another 5-10 degrees off your temps. My MSI TFIII 7950 would go into the 80's as well until I replaced the thermal paste. Now it only gets up to the low 70's. There was that much paste on my GPU that it was even pressed out onto the PCB. Very ugly stuff.

Case ventilation could be a problem. What are the temps of your cpu? Your temps should be in the 70's with that card.

I think I found out why my temps are going up , I am using a mother board and processor I borrowed from a friend gigabyte 970 mobo and amd 6300 fx processor , there is a heat sink right below my graphics cards fan which belongs to the mobo , I think that is the culprit

Try to see if you cant snatch an after market cooler like the Arctic Accelero's to try and keep temps down.

I open the case door and the card peaks out at 77 C , I remember it to perform at even low temps when it was on my mini atx old mother board , now it is on a full size motherboard which has an heat sink right below my pcie 3.0 port , there is one above it as well
