Laptop Speed Issues

I have a Sony Vaio laptop (Not sure of the model) that is currently running Windows Vista. This morning our power company come out and did some work that required them to turn off our power. It was off for ~30 minutes. After the power came back on my internet was very slow and would only load certain web pages on all my devices. I rebooted the router and now it is working fine on my iPhone and my desktop. My laptop however, is having issues with the speed. The speed tests I've taken on it have not gone above 1 MB/s download and .2 MB/s upload. My internet plan is 10 MB/s download and 1 upload. I'm getting the right download and upload speeds on my iPhone and this desktop. My laptop has done fine in the past as far as internet speed and connectivity, but after the power was shut off for a while it is very slow. Both the iPhone and this desktop are much newer than the laptop.

So far I have looked at the processes and checked to make sure no programs are downloading/uploading anything. I have rebooted many times.
However, when I connect the laptop via Ethernet cable , the download speeds returns to normal, around 10MB/s. This desktop is connected by ethernet as well. But my iPhone is connected wirelessly to the router, and it tests 10MB/s. So it must be the laptops wireless card or mechanism that is not working right.
I need to know if anyone else thinks its possible a software issue or will I need to replace the wireless card or the whole laptop itself? The laptop is around 5-6 years old.

Your internet is probably not 10 MB/s but 10 Mb/s
10 Mb/s=1.25 MB/s
Megabit vs Megabyte
Mb=Megabit
MB= Megabyte
Different things.
Internet packages are sold in Megabits
10MB/s internet is very expensive...
