CPU cooler for i7 4790K

i am thiniking to buy i7 4790k.i know intel cpu coolers are very bad and i want to buy other but because my budget thats must not be over 60 dollars.i see zalman 9900max and for hyper 212.
what is it the best cpu cooler under 60 dollars.sorry for bad english
 
NOCTUA NH-U12S

If you consider anything else, then I suggest carefully doing your research because I spent many HOURS to come up with my conclusion. I've also used many other CPU coolers as I build and repair PC's. It also depends on how much you wish to overclock the i7-4790K as many coolers begin to have issues at a certain point.

I haven't got any actual numbers on the i7-4790K which runs cooler than the previous i7. I have tested it with the i5-4670K (not the i5-4790K which again runs cooler). I saw nothing that made me worry it wouldn't run quiet enough. Personally, I'd probably go no higher than 4.5GHz anyway; no point to push the limit when there's likely no real-world advantage.

*Liquid coolers:
In general, I don't like them. I'm very sensitive to noise and the pump always runs. In some cases they can start getting much noisier but still work. There's also the issue of requiring you to have the fans set as INTAKE not exaust for optimal cooling which requires you to then move some case fans to be EXHAUST instead of intake.

While a 2-fan H100i or similar will beat the NH-U12S for raw performance (if needed) it also costs more. The NH-U12S was tested to match the single fan H90 but ran quieter (silent at times).

Any cooler that supports 1155 will support 1150. It's just an heatsink you attach on a CPU. Most of the times the problem is that the CPU heatsink gets too small which leads to problems(also removed compatibility in the Mobo completely), but guess what 1150 just got smaller from 1155 so the heatsink will fit nicely ;). It's also exactly the same system(depending on cooler sometimes too) but it will fit in 1150 mobo holes just as fine as 1155

TL;DR

1150 is backwards compatible with 1155 cooler
 
Update:
I forgot to mention you should make sure the air cooler has a PWM fan (4-pin) as many motherboards don't support Voltage (3-pin) for fan speed control.

My Asus Z77 Sabertooth supports only PWM for the CPU but does support both PWM and Voltage for the case fans. It's hard to find this written anywhere, but in general just get PWM fans for the case and the CPU if possible.. and of course use the fan control software to optimize your noise profile.
