My R7 260x is getting about 15-20 fps in Arma 3 on high, and it doesnt seem to change at all if I change settings. I checked CCC and saw the the GPU clock was still at ~300 MHz while the game is running. I heard AMD cards have a high-performance mode and a regular mode, and I suspect it is not going into high-performance mode. I am on a new PC so Arma 3 is all I have installed, I will update if another game works. For now, can someone please try to resolve my problem or at least tell me how to force high-performance mode in Arma 3?

Update your drivers to the newest ones from www.amd.com. I had this problem some time ago with AMD cards in Guild Wars 2, but a driver update since fixed it.

Do you have at least two monitors so that when you were looking at CCC it was at the same time as gaming? If you just minimized the game then your GPU would have instantly stopped processing.

I have a tri-monitor setup so I can look at task manager/resource monitor and CCC and anything else while gaming to monitor the specs of my system.

Also, that GPU is a low to mid range card. So don't expect to see really high frames per second in most games.

You can use a program like MSI Afterburner which will graph the clock speeds over time, so you'll see if it is jumping up like it should.

Yeah, because if you were minimizing the game to look at CCC that 300mhz is like the default. I have an AMD card and it normally stays at 300mhz while idle.

Onus: Can MSI afterburner be used with any GPU? Can you overclock any GPU with it?

Thanks!

But does the dynamic core frequency still insist on staying low(<500mhz in Gw2 for me) and thusly cause huge stutters?

Id love to go back to letting PowerPlay control my clocks, but i want full 3D speed in 3D apps!

MSI Afterburner should work with pretty much any graphics card (I've used it on many, both AMD and nVidia, from numerous manufacturers).

You can also try putting the game in a window and see if that makes a difference.

My problems in GW2 were resolved by a driver update.

I updated the driver this morning, so I don't think that could have anything to do with it. I tried AMD's autodetecting software, but it said I had an A-series APU. I think it was wrong because my processor is an FX 8320 and it is supposed to say R7 200 series.
I will try using afterburner.

THANK YOU!! I recently OC'd my two 270x's through AMD Overdrive and they are stable. However, I wanted to push them further with a voltage increase! I probably should not though...they run much hotter since I OC'd them. But the performance gain was phenomenal!! I can game with 4x and 8x anti-aliasing and still stay above 60 fps now!

I will be downloading it as soon as I get home from work!

I know it's a mid-range card but I'm getting FPS worse than my old GT 530.

For performance not to change when you adjust graphical settings implies a problem other than the overall strength of your card. See if playing the game in a window (even a full-screen one) will cause the card to properly switch to 3D clocks. If not, you can use Afterburner to force those clocks for that game (or in general, but power usage and heat would never drop to idle levels).
