do you get "this operation has been cancelled due to restriction on this computer"?

If so, go to regedit find the key: HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System

look for a string / dword value / etc... which says "disable cmd" or similar, make sure the value is 0 , you can infact have no values in this key so you can backup and delete all of them except default.

NOTE:

Remeber to export [backup] before deleting anything in the registry

Let me know if this works or give us the error message you get - good luck
