I'm building a computer with my friend and he has a budget of about 500. I was wondering if a 1GB is worth getting or cut down on other costs to get a 2GB Graphics card. He plays game but not too many graphic heavy ones? any input would help.

Probably not worth much.
At your budget point, I would not worry too much about vram specs. That is all bundled into the relative performance of each card.
Even at the high end, vram does not seem to be any performance issue.

You might consider using integrated graphics and see how you do . You can always add a dedicated card later. With integrated graphics, you will be able to set the amount of ram to be used as vram for graphics.
Trying different amounts would give you a better idea of how sensitive your games are to vram.

video memory is pretty steady between games. it is mostly affected by rendering effect and resolution.

So if playing in 1080P 1 GB is limit since games will take from 500 to 950 MB of Vram. 2 GB would be better as for future and will allow to play on a monitor while having a desktop environment on another one.
