Do you have several thousand dollars worth of testing equipment and a background as an electronics technician or even better in electrical engineering? If so buy a few dozen power supplies and test them. Then start a website with those reviews. After all that and if your website picks up a pretty good following then you can deal with actual companies like Corsair. Oh and you need a job that does not conflict with your posts. For instance Jonny at jonnyguru works for Corsair so in the interest of impartiality OklahomaWolf and Tazz do all the PSU reviews.

From a manufactures point of view...

Why would I give you a free PSU to review?
The only point of doing it is to sell more units, and you can't help sell because you don't have a website and If you do, you don't have a reputation or enough visitors.
Thats before we even consider the fact you probably don't know how to properly test a PSU.

Create your own website, buy borrow or steal as many current PSUs as you can, along with all the testing hardware.
After a few years, if your website is popular enough and generates enough interest, you can approach manufacturers for samples.

Until then, reviews and review websites are a dime a dozen, and theres loads of competition out there from sites who have been doing this for every piece of computer h/ware for decades.

There is actually a niche to fill but there would be no money in it. There are literally thousands of lower end units from various manufacturers out there as well as units only sold regionally that the 'big' review websites ignore. Between jonnyguru, HardOCP and to a lessor extent Hardwaresecrets and a few other sites pretty much every enthusiast model on the North American market gets tested. So test everything else. It would be a thankless job for the most part and there is no way those companies will send you free low end units to test so the out of pocket expense would be pretty high but there is a need for testing like this.
