Older/low end motherboard question

More of a CPU question I guess, but please forgive me as I'm new to this. I just got an AMD 9370 which is rated at 4.4GHz. However, when I look at the performance tab in task manager it says my maximum CPU speed is 3.8Ghz. Is this because my motherboard (MSI 760GM-P34) isn't very good?

Can I harm my CPU by using this motherboard until i get a better one? Also what motherboard would you recommend for a good price?
 
Look for Gigabyte 990fx ud3, Asus Sabertooth 990fx or ASRock 990fx extreme 4

Also - check your 12v, 5v and 3.3v readings in bios/uefi. That screen shows your 12v at 9.944 which wouldn't be helping. If that's right, get a better power supply eg Seasonic 520, XGFX 550 or Antec HCG 520M

Ok, so I need a new motherboard and a better power supply. But, I can continue to use my system until I upgrade without any ill effects. Right?

Edit: I have a 650W power supply, don't know if that helps either.

I lied, my power supply is only 600W it's an Xtreme Gear 600w XG-H600. I'm not sure what these values mean but under pc health it says CPU V core 1.28V 3.3V...3.36V 5V...5.2V 12V...12.144V
