Brand new Asus Radeon 290 DirectCU II OC not working

I purchased a new GPU (in the title) yesterday. It arrived today and I took out my old GPU (Sapphire Radeon 6950 2GB) but when I installed the new GPU I get problems.

The computer boots, CPU fans spin, GPU fans spin but no signal to the monitor, and my keyboard/mouse do not light up (at all not even the usual flicker you get after boot). This card takes a 6 pin and 8 pin connector of which I have both. It has lights at each connection which are red when nothing is plugged in, and turn green when connected (I assume this means it is getting enough power).

Right now I have put my old GPU back in, so surely this rules out any possibility of any other component being bad right? I am going to test the card in another computer tomorrow to be sure if it is DOA. I am writing this up just to see if maybe I am missing something that I haven't seen?

Specs:

Mother board: Gigabyte GA-Z77-D3H
CPU: Core i7 3770 Gen3
RAM: G Skill Ripjaws X Series 16GB
PSU: Antec 750 watt Earthwatts (this is the oldest component, however at 750 I assume it is enough?)

Any help/knowledge would be greatly appreciated.

PS: I just remembered that this mobo also wouldn't work with a radeon 7850 (which was definitely fine because it is currently running in a friends computer). My other friend also has the exact same mobo as me and he also could not run the 7850.. but the computer at least booted with the 7850 in it, I just couldn't get any video output from the card.
