Hi my pc looks on but my keyboard mouse and monitor powers off then my computer restarts now my pc looks on everything shuts off and no signal to my monitor and when i hold my pc power button it will not turn the pc off please help

Sounds to me it is the PSU. Try booting up with no GPU installed and see if it boots, might be a not powerful enough PSU or even a dead one. Sometimes, you just get dead parts (happens even with automobile parts).
