Help down-scaling a 4K (2160p) Monitor to 1080p with nVidia?

So I know that 4K (2160p) is the equivalent of having the amount of pixels of a 1080p display squared. Wouldn't this mean that down-scaling would work perfectly as 4 pixels should display the equivalent of 1 pixel when down-scaled? Using nVidia's presets in their control panel it still seems as if they do not scale 4:1 when you change resolution, as there still seems to be a bit of a blur. I am unsure on how to go about changing this manually so please help me :)  . Thank you in advance.

I kinda meant using a 4k monitor at 1080p without blur not having a 1080p monitor run at 4k :)
