CPU too noisy

I have an Intel Core i5 4690 3.5GHz and is kinda noisy. From what I heared I need to change the fan. The thing is I just bought it... is it normal to be so loud? Also it kinda overheats: around 70C when playing games like watch dogs.If I were to change the fan would it still overheat?
Note: I only have 2 case fans.
 
Solution
You can easily us PCPartPicker and filter the cases by size to find a larger case. The German version is nearest to you, I assume. Then you can see which of those cases are available in your country.

Filtering that list on Raidmax as manufacturer, shows a Raidmax Super Hurricane - not sure if that is your case - as compatible.
Stock coolers aren't designed for low noise or low temperatures. THey're designed to be cheap and to keep the CPU within Thermal limits.

Not knowing what the ambient temperature, nor the case temperature is, one cannot hazard a guess at whether the two case fans are sufficient.

Hmmm... Well I will change the case eventually that I know because this one is kinda old. Can you recomand me a good fan for the CPU? Something under 45$ would be nice since Im kinda low on money right now.

I'm from Romania and my case is a Raidmax Hurricane ( 440(L)X185(W)X420(H)mm ). Just give me some sugestions and I will check the availability and if it fits. Also could you sugest some cases as well? Doesnt need to look "good" just to be bigger than mine since I barely managed to fit everything in it... and cheap. :)
