r9 290 not performing as expected; HELP REQUIRED.

AMD R9 290 not performing as expected; low fps mainly.
Tried several games such as GRID, Dishonored, Skyrim..etc - getting lower fps than claimed by websites, noticeable drops when roaming around every now and then, not very stable FPS overall.

All drivers are up-to-date BIOS, GPU, etc..
Also, I have tried older versions such as 13.12, still same issue. //I'll post my specs and if anyone notices what could cause this please let me know! been disappointed for the past 2 days.

CPU: Intel Core i7 4770K @ 3.50Ghz
RAM: 32.0GB Dual-Channel DDR3 @ 665MHz (9-9-9-24)
Motherboard: ASUSTeK COMPUTER INC. MAXIMUS VI EXTREME (SOCKET 1150)
Monitor: BenQ RL2240H (1920x1080@60Hz)
Graphics Card: 4096MB ATI AMD Radeon R9 200 Series (MSI)
Storage: 111GB KINGSTON KINGSTON SH103S3 SCSI Disk Device (SSD)
1863GB Seagate ST2000DM ST2000DM001-1CH1 SCSI Disk Device (SATA)
Power Supply: Corsair RM-850 80 PLUS Gold
OS: Windows 7 Professional 64-bit SP1
also, using a CORSAIR CWCH100i Hydro Series H100i High-performance CPU Cooler..

Is it the reference model or does it have an aftermarket cooler? The reference model is notorious for overheating and throttling as a result.

heat is not a problem, its just frame rates get really lower than expected, even when I lower some graphics options such as shadows n what not.

Did you plug your display into the motherboard or the GPU? How hot does your CPU/GPU get when gaming? What is your CPU/GPU/RAM usage while gaming?

can i use speccy to get those values? I'll try playing skyrim and reply ASAP, thanks for replying.
edit: plug it in GPU.

Yeah, Speccy should be fine for temps. You can use task manager and MSI Afterburner for the usages.

Ok I was messing around in skyrim, I got around 50C GPU Temp, and avg 29-30C CPU.
as for usages mm, i wasnt sure what to record, anyways-
RAM showed 5.6gb was in usage, in processor it showed 1,22x,xxx kb for skyrim's exe
CPU Usage was fluctuating,,in AB i wasnt sure since it showed 8 CPU's on task manager it was from 3 to 10% CPU
GPU usage was also bit fluctuating, but reached a maximum of 92, im sorry really not good at this =/

I'll edit soon, with an image..hopefully.

What does MSI Afterburner say about your GPU's core clock while gaming? It should be 1000 MHz or more.

First of all you need to TOTALLY remove all the old drivers. Use this link.

Note:
Select the respective company(i.e Nvidia or ATI) drivers to be uninstalled.
Use clean and restart option.
And then install the new drivers after rebooting.

Alan I've tried many drivers all with the same result and I used the DDU step by step, in safe mode etc. no use, all my drivers are up to date.

Try turning off Vsync, that might help a bit.

Yeah, it's fluctuating, which means that something is limiting it. It's not the temps, CPU, or the RAM, so it might be Vsync.

You could also try running a virus scan, Malware can cause a lot of issues: http://www.malwarebytes.org/

vsync off, still same rates to be honest, and I'm running the scan at the moment..Im thankful :') for ur time .. just not sure how i'm going to solve this might as well just wait and get nVidia later :)  idk. been at it for 2 days now.

Ok i'm getting sh*tload of detections but they are all from some 'search protect' folder, I think its anti-virus related im not sure..
edit: cleaned everything, but i dont really think this is going to fix it :(

I just tried giving it +50% power and increased core to 1077 still same, there's a limiting factor i just don't know what it is :( ! </3 really SKYRIM FPS is claimed to be in the 100+ zone im getting 37..ish up to 50+ idk.

Yeah, your system should be able to do that. Do you have the possibility to test the GPU in other systems? There's always the possibility that the GPU is faulty.

Try returning the GPU for a replacement, I really have no idea what else could be causing this.

Ok, I think I know your problem. It's your RAM. Why is it only running at 665mhz??? That's not fast enough to run most games... Bump it up to 1600mhz, the industry standard.

2x665MHz equals about 1333MHz. That's how RAM speed is measured in dual channel mode.

That made me think of something else, download CPU-Z and post screenshots of each individual tab, that way we can check that thee are no obvious issues with your system (should have thought of this earlier).

CPUs do that when they're not under load.

Can you post a screenshot of the 'CPU' tab when you're playing something?

Well then, that's quite odd...

Download Prime95 and see if the CPU clock changes when you run a stress test.

Yeah, that's bad. The good news is that your GPU seems to be fine. It's probably either the CPU or the motherboard that's causing this, so try replacing those two instead.

You should see 3500 MHz or 3.5GHz. You can try changing the multiplier in the BIOS to see if that helps.

I'm really not good at this, is my value 800Mhz now? there is no multiplier to that in the first place? idk. :(

The base clock is 100MHz, and the multiplier is 8.0. 8x100=800. In order to get it to 3.5GHz, try manually setting the multiplier to 35.

I just ran the BIOs setup menu, umm I couldn't really find the Multiplier ..but It is set on 100Mhz yes, not sure about multiplier tho what is it called in there? Also, note that it showed that CPU speed was 3516 or something Mhz, so maybe CPUz is fkn with us.

So the BIOS is fine... CPU-Z and Speccy both give you the same numbers so I'm inclined to believe that they are correct.

In Prime95, there should be 100% CPU usage, that is why it is a "stress" test. So if it's not reponding to full load my best guess is your CPU is starting to deteriorate. Sorry mate. :-(
