It would be helpful to know the brand name and motherboard model in case it is possible to upgrade the CPU.

Here's a link that provides CPU requirements to play Blu-ray.

It's hard to tell if your system can handle 1080P smoothly. Most recommended CPU requirements hover around 2.2 GHz.

You won't know until you try.

But here's a graphics card I know plays 1080P without issues. It's a single slot fanless (passive) option. No annoying fan noise if you're completely passive or no fan that will die unexpectedly.

It is powerful enough to play Blu-ray movies on it. I played several hundred Blu-rays using this exact card and I don't notice any lagging issues. Low wattage 27 Watts MAX TDP.

XFX Radeon HD 6450 625M 1GB DDR3 HDMI DVI VGA PCI-E Video Card HD645XZQH2

$40.22

If you're looking for something from nVidia on the passive side this will however use 2 slots internally due to the heatsink fins width. 29 Watts MAX TDP. Just slightly more powerful than the HD 6450.
