My computer is so messed up!

So, I asked a previous question about me not seeing any boot options.

Well, it got worse. I have my computer fully functioning, but it's so slow even after formatting!

Not only that, my BIOS settings are messed up as well.
I can't enable Fastboot or Safe Boot Control, because if I do then it won't boot. It'll just redirect me to BIOS.

Please help!
Also, yes I do have the latest drivers and everything in place.

Yeah but the thing is, when I reinstalled windows 7, I disabled Fast Boot and Security Boot Control and
Enabled Launch CSM.
And then boom, I could boot. But, whenever I choose Fast Boot and/or SBC it boots me up to BIOS.
Is my BIOS corrupted?
If it is, how can I fix it?
Will it damage my files, and do I need to format again?

The thing is, when I format it the BIOS settings do not change. They are not resetted.
I've read a bit about CMOS.
If I take it out for 10 mins, will the BIOS settings reset WITH the boot options?

Sorry this is such a late reply, but no.
It did not reset.
The thing is, I almost <<edited for inappropriate language>>. I'm probably never going to open my computer again.
It froze, the usb ports didn't work, the touchpad stopped working etc.
I fixed it tho, after 2 <<edited for inappropriate language>> days.
I formatted again, and still the same annoying little shit. I have no boot options whenever I am using FAST BOOT and/or Secure Boot Control.

I really really need help!
