By playing with same settings in tv and monitor will fps differ

only if the resolution is different. otherwise it will be the same fps.

Yes, TV is entirely different from monitors, usually TV has higher refresh rates than monitors... But "gaming" monitors have better response times and FPS is better in monitors..

While monitors and TV's can have different refresh rates, they don't have any effect on what comes out of the computer. Assuming that you don't change any graphics settings, the TV, and a monitor will get the same FPS. What that looks like on either the TV or the monitor(they're getting the same signal from the PC) is based on the quality of the TV or monitor.
