recently its idling at 42 and running at 55 to 60 under lode

would any one say my water cooler is failing ?

Rise in ambient temp will always affect your PC temps. To an extent the fans will increase speed to try to compensate, but generally the temps will rise by the same amount as the rise in ambient temp.

Basically, if the ambient temp in your pc is 30'c its not possible for it to idle at 31'c.

+10'c over ambient for idle temp is good.
