Flickering pixels GTX 760 Windows 8.1

Hi

For awhile i have had flickering pixel problem. Some of my pixels just flashes green at my desktop screen and its starting to annoy me (especially when the number of pixels seems to increase). Weird part is that i have this problem only at desktop screen. When i play games or browse internet there is no flickering pixels at all. Changing wallpaper to something simple like totally black or white removes flickering pixels completely.

I have tried reinstall GPU driver and even tried some older GPU drivers without any success. Disabling GPU reduces amount of flickering pixels but doesn't remove them completely. I cleaned my Computer case incase of overheating but that seems not to be the problem.

As far as i can remember this problem started after updating this Computer to Windows 8.1 few months ago. Maybe it's just coincidence. Im not sure wether it's GPU or Windows related issue so i posted here.

Computer Specs:

GPU: GTX 760
CPU: FX-8320
Motherboard: Asus M5A97 EVO R2.0
Operating system: Windows 8.1
PSU: Too lazy to check it out, but there should be enough power to supply GPU, CPU etc...

Would appreciate any help i could get.
