CPU spikes to 100% when moving files to disk D

Hello and thanks for taking the time to help me out :)

The problem:
Ever since I reinstalled windows (I formatted C: but not D: ) when I try to move any sizable file to D: (whether it's a download, a game install or simply moving something from C: to D:) my cpu starts spiking to 100% every 20 or so seconds. Wen it spikes the whole system freezes, usually for only 1 or 2 seconds but it sometimes goes up to 5 or more. Once the cpu starts spiking I found no way to stop it beside shutting down the system by holding down the power button (shutting down the system the normal way will just result in an endless "shutting down" screen).
All of the above only happens on disk D:, disk C: works flawlessly.
Beside that D: works just fine, I can browse it and even play games installed on it with no problems.

What I've tried so far:
Reinstall win7
Reinstall win8.1
Unplug and plug back in the cable

Other details:
The old system was win7
The new system is win8.1 but the problem occurred even when I reinstalled win7
I've done nothing to the disk after the reinstall

PC specs:
AMD Phenom II X4 955 <-- CPU
Nvidia GeForce GTX 560 Ti <-- Graphic Card
ASRock M3N78d <-- mobo

Your Volume (D:) May be corrupted if it randomly spikes when moving files, or your CPU has issues, either way have you ever Deleted the partitions when re-installing windows 7/8?
