i just built this system 4 days ago. i ran the computer with the one of the case panels off for a couple minutes. i can't hear the pump but when i touch it i can feel it working a little.

When you reapplied the thermal paste did you clean off the old stuff? Since it's a recent build I would just take it back and do an exchange. What are your specs? Overclocking?

The H60 can't really dissipate much heat. The radiator is tiny, the fan is smallish. If you happen to have an I5, or I7 or most any AMD processor it won't get the job done under load.

Well, as an ex-owner, this is straight up bull^

Anyway, the problem you're most likely having is the pump RPM. It could just be faulty, but the most likely issue is that it's not running at its full potential.
You'll need to have it connected to a fan header that is running at its full 12v constantly. You can check this in the BIOS by just setting that header to full speed.
Use HWMonitor to monitor the pump RPM. As far as I remember it should be sitting in the low-4000 mark.

Furthermore, are you using the fan that came with it? It's a good fan, but it's also PWM, you may have some software, or a BIOS setting limiting it to slow speeds.

Are you running overclocked?
Also, what CPU anyway?

The H60 is a toy. The H110, or H100I are not toys.
