Hello,
I have been trying to set up a server for "The Crafting Dead: Cure", a Minecraft mod pack. I have port forwarded my router( a Belkin N450DB Router, Model F9K1105 v3) and removed the firewall, port forwarded my modem( a TDS GT701D) and removed the firewall. I have set the ports to be 25566. When I test my ports, they are set as closed, and my friends can not join the server. I have had similar experiences trying to set up a Minecraft server, but I eventually got it to work by PF'ing my modem, but that doesn't seem to work.
