Depends on the task. In terms of raw shader performance, the older card has more shaders, and therefore has more raw horsepower, but also runs at a lower speed. The 6800 series card makes up for the lack of shaders by having a higher clock rate. Clock for clock, the 5800 series is getting more work done due to the greater resources available to it, but in the end, the workload is going to determine which is more important, the speed of the shaders or the number of shaders available.
Also, bear in mind, while the 5800 is clocked lower, the difference in clocks is less than the difference in shaders, so between the two cards, I would bet the 5800 series card able to best the 6800 series card in a fair number of scenarios.
